Revitalisation of degraded territories for business needs, Liepaja

According to Section 15, Paragraph one, Clauses 1 and 2 of the Law "On Local Governments", the autonomous functions of the municipality are "... to organise public utilities (water supply and sewerage); Heating; Municipal waste management; Collection, disposal and treatment of waste water“and”... to ensure the improvement and sanitation of your administrative area (construction, reconstruction and maintenance of streets and sites; Lighting of streets, squares and other public areas; The aim of the project “revision of degraded territories for business needs in Liepaja” (hereinafter – the Project) is to revitalise Liepaja city’s industrial territories by organising public infrastructure, thus promoting territorial development of the city and creation of new jobs.Liepaja City Municipality (hereinafter – the Municipality) has approved the Municipal Development Programme, in which the Project is justified and reflected in the investment plan. The development programme has been agreed in the Regional Development Coordination Council.The project will rebuild the Old Ostmala 593 m section from address Old Ostmala 1 to the address of the old ostmalai 16/18 and a new section of the New Street 63 meters will be built. Currently the existing street section infrastructure and its territory is not suitable for people’s opportunities to move successfully in this territory, as well as is not suitable for carrying out economic activities. Road sections are also not suitable for lorry traffic, which is necessary for business development.By rebuilding the street infrastructure, the existing street surface will be restored and the section where there is currently no hard road surface will be built by paving the street. In addition, street lighting will be improved by moving 22 lighting objects in the Old Ostmala and by installing seven new lighting objects on the street section of the New Street, a new rainwater drainage was built, a new household sewerage and a water supply system was rebuilt, as well as electronic communications networks moved under the sidewalk, as well as a pedestrian-bike road (railway). During the construction works, the construction of Old Ostmalas Street, which is necessary for the construction of street, will be strengthened.The construction project “Reconstruction of the Old Ostmala section and the adjacent street sections in Liepāja” and the explanatory memorandum “Removal of the Lighting supports in the Old Ostmala section from the land plot in the Old Ostmala 1 to the plot in Old Ostmala 16/18, Liepaja” has been developed in 2017. During the implementation of the project, in accordance with the above mentioned technical documentation, construction supervision and supervision of the works will be ensured, as well as publicity measures will be implemented.The total costs included in the project are related to the implementation of the Project and necessary for the implementation of the activities specified therein, ensuring the needs of the target group and solving the defined problem. They will ensure the achievement of the project objective and indicators. Investment costs of the project EUR 1540946,92 (incl. VAT 21 % EUR 267437,07). The total eligible cost of the project is EUR 1501507,05, of which the planned ERDF funding is EUR 1276280,99, representing 85 % of the project related costs. The project is planned to be implemented in 2018 and it is completed within 15 months, which comply with the provisions of the Cabinet of Ministers Regulation No.645 of 10 November 2015 "Operational Programme "Growth and Employment" specific aid objective 5.6.2.
