According to Section 15, Paragraph one, Clauses 1 and 2 of the Law "On Local Governments", the autonomous functions of the local government are "... to organise public utilities, including water supply" and "... to ensure the improvement and sanitation of their administrative territory (construction, reconstruction and maintenance of streets and sites); Lighting of streets, squares and other public areas; Construction and maintenance of parks, squares and green areas...", which corresponds to the project "provision of basic infrastructure for the promotion of entrepreneurship by revitalising the degraded territory in Liepaja 3rd stage" (hereafter – Project).The aim of the project is to revitalise the degraded territory by sorting the main infrastructure of the territory in accordance with the municipal development programme, ensuring sustainability-friendly mixed transactions and mixed business development program with the industrial functions in the territorial development plan. Within the framework of the project, Ezermalas Street will be rebuilt and the old railway bridge over the Trade Canal into a pedestrian and cyclist bridge will be rebuilt.Current territory and its existing objects are in poor technical condition, territory with end-of-life and inadequate infrastructure that prevents entrepreneurs from further development and full use of economic potential, at the same time not improving the urban environment. In the territories adjoining Ezermalas street there are a number of significant employment entrepreneurs whose role in the economy is necessary to strengthen, in the territories currently there is active economic activity, therefore by revitalising Liepāja city environment and creating public infrastructure in accordance with today’s requirements, will improve the quality, attractiveness and availability of the territory, which will further promote the development of the cable-voltage, thus creating preconditions for the creation of new workplaces and for attraction of private non-financial investments. The total costs included in the project are related to the Project implementation and are necessary for implementation of the activities specified therein, ensuring the needs of the target group and solving the defined problem. They will ensure achievement of the project objective and indicators.The planned project investment costs are EUR 3208460,80 (incl. VAT 21 % EUR 556180,80), where the eligible costs amount to EUR 1600000,00 (including: ERDF: EUR 1360000; VBD – EUR 60000 and self-government. EUR 180000,00) and ineligible EUR 1608460,80 (ineligible costs are: EUR 1450263,60 – Eligible costs of works which are not allocated because they exceed the eligible funding quota allocated to the project “Maintenance of the basic infrastructure for business promotion by revitalising the degraded area in Liepāja” and EUR 158197,20 – Ineligible costs according to the 10 November 2015 Cabinet Expansion of the Office to Decomminate Projects to Decomminate Projects in the Objective 2020 “Growth and Employment” in the text of the Specific Support Objective “Revision of the Programme for the Integrated Programmes by Regenerated in the Annex to the Municipal Development Programme to Completion of the Degraded Territories of the Municipal Development Programme”.
