Development of land access roads of the Port of Liepaja

Preconditions for successful development of the Port of Liepaja and its advantages are advantageous geographical location. Liepaja is one of only three ice-free ports on the eastern coast of the Baltic Sea, which is particularly important in winter months when servicing short sea shipping and line traffic vessels. The territory of the port is surrounded by residential, public and industrial buildings. When the port of Liepaja faces a growing trend in cargo turnover, the issue of the interaction between the port’s operation and the functioning of the city public transport system becomes more acute, when transporting cargo to and from the port affects the movement of residents and vehicles, using the public transport infrastructure of the city. The aim of the project “Development of land access roads of the Port of Liepaja” is to eliminate the restrictions caused by problematic points in the operation of the infrastructure of the trans-European transport network by implementing the development measures of the land access roads of the Port of Liepaja. Within the framework of the project the following activities will be implemented:•Construction of the railway access road of the Port of Liepaja;•Reconstruction of the port motorway. The implementation of the project will reduce the share of poor and very poor access routes to the port. The improved access road infrastructure will reduce transport participants’ time and vehicle operating costs, as well as reduce the losses related to untimely cargo receipt by the economies of importing countries. The territory of the Port of Liepaja is in the possession of Liepaja SEZ Authority (see Annex 10), whereas the necessary approvals have been received on the plot of land at Rīgas Street 71 (see Appendices 8 and 9). The project includes activities which do not qualify as State aid, as well as activities which qualify as compatible State aid. Subsequently, the eligible costs of the project are divided as follows:•Activities which do not qualify as State aid: Total costs EUR 1 666 685,52, of which Cohesion Fund financing EUR 1 416 682,69 and Liepaja SEZ Authority funding EUR 250 002.83;•Activities as compatible State aid: Total costs EUR 4 487 425,45, including Cohesion Fund financing EUR 3 292 252,70 and Liepaja SEZ Authority funding EUR 1 195 172.75. The total eligible costs of the project are EUR 6 154 110.97, of which EUR 4 708 935.39 is from the EU Cohesion Fund, but EUR 1 445 175.58 is financed by Liepaja SEZ Authority. The total duration of the implementation of the project is 39 months.
