The aim of the project is to reconstruct Latgales Street and Ludzas Street by preventing infrastructure disruptions in the city and creating an alternative route for transit and freight transport, separating it from local public transport flows and thus linking the city infrastructure to the TEN-T network.The project is intended to rebuild Latgale Street from Daugavpils Street to 747 m Kr.Barona Street in length, by constructing a 7.00 m wide road with 3.50 m wide lanes. In the area of A. Upīša Street connection along the curve of the track an extension of the carriageway will be created in order to provide a convenient movement path for heavy vehicles in the bend. Extensions of bus stops have been designed 2.50 m wide with shortened lengths of expansion and junction zone. In the transit section of the street in several zones between the carriageway and sidewalk it is planned to create extensions of vehicle parking space for parking parallel to the edge of the carriageway. It is intended to create extensions on one or both sides of the carriageway (on the sides of the carriageway where no extensions have been established, vehicle stopping is prohibited). Footpaths along the high carriageway border have a 0.50 m – 1.00 m wide boulders lane to visually separate pedestrian traffic space from vehicle traffic space. This fieldstone band is also considered as an environmental accessibility solution that improves the spatial orientation of visually impaired. A 0.50 m wide safety room is provided between bicycle path and vehicle parking. It is planned to rebuild Ludzas Street in the section from Latgales Street to Smilšu Street 423 m in length. The intended width of the carriageway is 7 m, which makes 3.50 m lane width, as well as reconstruction of existing footpaths is planned on the right and left side of the street.In addition, it is planned to install a closed rainwater drainage system with the installation of a sand and oil filter well with rainwater drainage in the drainage ditch, as well as to arrange a rainwater drainage system in Daugavpils Street to prevent the risk of flooding Latgale street. After construction of the rain sewer collector it is planned to restore road surface on Daugavpils street, but renewal of this section is not included in the project result indicators. Within the framework of the project it is planned to replace the existing lighting system by dismantling the existing 14 lighting supports and by installing new 13 lighting metal poles in the concrete base. The existing lighting fixtures are intended to be dismantled and installed on the new concrete posts.The section of street to be rebuilt within the project is fully located in the administrative territory of the city and the total length of the rebuilt sections of Latgale and Ludza streets will be 1.170 km. The duration of project implementation is planned to be 20 months – from 16.05.2017. 31.12.2018 Taking into account that all activities are planned to be completed by the end of 2018, no performance reserve is planned in the project. Total eligible costs of the project EUR 4596722.65, of which Cohesion Fund co-financing – EUR 2392240,00, state budget grant EUR 172377,10 and municipal co-financing – EUR 2032105,55. The ineligible costs of the project are EUR 781869.00.
