Modernisation of Daugavpils University study direction “Education, pedagogy and sport” for sustainable development of Latvian education system

The aim of the project shall be: Reduce fragmentation of study programmes in Daugavpils University (DU) study direction “Education, pedagogy and sport” and strengthen resource sharing. The project envisages to close 4 study programmes (PBSP “School”, OSP “Education”, PBSP “Career Adviser and Youth Specialist” and DSP “Pedagogy”) and to license, approve and accredit two new programmes – the integrated professional pedagogy Bachelor’s study programme “School” (42) with sub-programmes in the field of languages and social and civic fields and the 2nd level higher education study program “Schooler” (46) with civic and physical activity and social activity in the field of language. The provision of teacher education that meets the requirements of a new competence-based education will be ensured in the newly created programmes for learning the content of studies. The Latvian education system is currently implementing a reform of general education content, moving to competence education, which imposes other conceptual requirements in the preparation of new teachers, as well as for professional improvement of existing teachers to work with the new educational content. General education based on competences is aimed at the development of basic competences and competences necessary for human capacity, the improvement of which will be ensured by graduates of study programmes newly created by the University of Latvia. Do do lecturers are involved in the implementation of the project “competence-based education” and the preparation of teaching materials, which will also form the basis for the development of appropriate study courses, preparing teachers corresponding to the modern education process. Development and licensing of new pedagogical study programmes;2. Approbation of new pedagogical study programmes;3. Accreditation of the study course “Education, Pedagogy and Sport” in the EQAR Agency;4. Publicity of new pedagogical study programmes developed within the framework of the project;5. Project management and project implementation;6. Information and publicity measures on the implementation of the project. Project results: Two pedagogical study programmes 5 sub-programmes have been developed. It is planned to perform accreditation of the study direction “Education, Pedagogy and Sport” (with six programmes) in EQAR until 01.06.2022. At national level, the proposed programmes of the DU are in line with the European Commission’s guidelines for the development of a smart specialisation strategy (RIS3), where, according to the MC Information Report on the Development of the Smart Specialisation Strategy, 5 areas have been identified which will receive the main support in the future. This document identifies education in the future economic development as the fifth area of specialisation in order to improve: An education system that meets the requirements of the future labour market that promotes the transformation of the economy and the development of competences, entrepreneurial capacity and creativity at all levels of education necessary for the implementation of CSF priorities. The need for changes in the education system is also demonstrated by the fact that the current education system does not match labour demand and supply, and "without changing the education system, this mismatch will persist also in the medium term. In fields that are particularly important for the development of Latvia – engineering and natural sciences, only 21 % of the total number of students studied in 2011 (IZMzino_VSS_161213; Information report “On the Development of Smart Specialisation Strategy”). DU’s newly established programmes, which provide for teacher preparation in accordance with the reform of the content of education and the transition to competence education, will have an impact on all stages and fields of education: Primary education, general secondary, higher education, academic and vocational education, providing the field of education in the economy with modernly prepared teachers. The prerequisite for successful implementation of competence-based education is the preparation of teachers in a conceptually new quality. The integrated Bachelor, with the option of choosing the appropriate study modules, will allow teachers to be trained in different profiles according to the size of the school, in order to provide teachers with full-time work. Two new programmes will provide two alternatives to a teacher’s qualification: Those applicants who have studied in other Bachelor’s programmes and have received non- pedagogy education and those applicants who choose to acquire the teaching profession after completing upper secondary education.
