Development of service infrastructure for implementation of deinstitutionalisation plans in Rezekne City Municipality

The aim of the project is to create and develop community-based social services infrastructure in Rezekne City Municipality. For reaching the project goal and meeting the needs of target groups the following main activities will be implemented – the target group for children with functional impairment (FT) will be created:1. Daycare centre (Zemnieku iela 16a, Rēzekne), where social care services, development of social skills, education and leisure opportunities will be provided during the day.2. Social rehabilitation service centre (Zemnieku iela 16a, Rezekne), providing access to various expert consultations, rehabilitation and therapeutic services. 3 rooms will be created and equipped: 2 rooms “sensory rooms” or sensory sensations therapeutic spaces and 1 room – ergo therapist cabinet. The target group for adult persons with mental disabilities (GRT) will be established:1.Day Care Centre (Vilānis Street 10, Rezekne) for 30 persons with GRT.2. 3 specialised workshops (Viļānu iela 10, Rezekne) for 20 persons with GRT: 1) Sewing and weaving workshop; 2) Candle workshop; 3)Galdry workshop. 3. Persons with GRT will have a group apartment service with 16 individual apartments (Atbrīvošanas aleja 147a, Rezekne) and 1 apartment for two persons with GRT (Atbrīvošanas aleja 151-3a, Rezekne). A total of 68 community-based service places will be created for persons with GRT.By investing in community-based social services infrastructure, integration of project target groups in society and provision of equal opportunities will be promoted, social services based in society will be available both to target group persons who participated in the evaluation process, as well as to children with FT or adult persons with GRT who did not participate in the evaluation process. Through the deinstitutionalisation project, services in long-term care centres or institutions will be replaced by community-based social services. The result achieved within the project – development of community-based service infrastructure – is a long-term investment in improvement and improvement of the social services infrastructure and social environment of Rezekne city.Total project costs – EUR 2568543,29, of which ERDF funding – EUR 1700520,41, state budget grant – EUR 87409,91, state budget financing EUR 75596,62, Rezekne City Council co-funding – EUR 705016,35, public eligible costs – EUR 502705,36, public ineligible costs – EUR 202310.99.The project is planned to start the infrastructure of 1 April 2020 and complete the social infrastructure.
