The goal will be achieved by creating an A2 cabinet, which will consolidate several surgical disciplines, combine work in a women’s and child’s health clinic, provide modern intensive therapy, neurological patients treatment, as well as significantly improve the flow of emergency medical assistance. At the same time, the use of premises and equipment will be optimised and human resources will be consolidated, increasing the efficiency of the hospital. According to the state budget possibilities and the amount of paid services, it will allow to service approximately 22 thousand days of inpatient and 46 thousand hospital patients per year after the completion of the project, to reduce the duration of treatment by 10 %, the length of the queue in the daily hospital by 37 %. The consolidation of services will contribute to cost-efficiency by addressing a situation where the cost-effectiveness of the services of the CCRUS is higher than in other hospitals, as well as by implementing the cost-efficiency gains foreseen in the VM Reform Plan. As a result of the decline in queues, the number of services will increase in sectors where the ESCUS is unable to provide demand-side services, such as urology, neurosurgery, etc., which will increase social and territorial exclusion and access to services for people at risk of poverty.
