The aim of the project is to ensure fulfilment of the preconditions of the 2021-2027 EU funds planning period in the health sector by carrying out an assessment of the development possibilities of the availability and quality improvement of health care services.The period foreseen for the evaluation within the framework of the project is one year, while the total planned costs – EUR 200000. The total planned project implementation time is planned until 31 October 2021. For the determination of the implementation deadline, the risks of appeals to procurement are taken into account, as well as possible deviations within the time limits for the execution of the service contract. Currently underway "Public Health Guidelines 2021. Development of -2027" which is planned to be elaborated by 30 June 2020, which will ensure fulfilment of all the preconditions for implementation, including the interim results of the planned evaluation. In order to ensure the fulfilment of the enabling conditions in the 2021-2027 planning of the European Union funds, as well as the basis for the development of the relevant sections of the Public Health Guidelines 2021-2027, it is necessary to carry out an assessment of the necessary investments to develop a new patient-oriented integrated care service model for patients with chronic diseases, including terminally ill patients, which would at the same time include an assessment of the availability of health care services for such patients (in Latvia), the evaluation of missing services (see social care services, if necessary) and the development of other public services for the development of the relevant services. In turn, the information that will be obtained after the preparation of planning documents will be used for the development and implementation of health care services in more detail.
