The aim of the project is to ensure the necessary capacity of the Ministry of Environmental Protection and Regional Development (hereinafter – MoEPRD) as responsible institution for the implementation of the specific support objectives (hereinafter – SDGs) included in the 2014-2020 planning period operational programme “Growth and Employment” and related functions, as well as to monitor the activities of the EU funds for the 2007-2013 planning period, for post-monitoring and closure in the fields of environmental protection, regional development and communication technologies, as well as to provide the State Regional Development Agency (hereinafter – the State Regional Development Agency) (hereinafter – the State Regional Development Agency) to monitor the activities of the State Regional Development Agency for the period 2007-2013, for post-monitoring and closure of environmental protection, regional development and communication technologies, as well as to provide the cooperation capacity of the State Regional Development Agency (hereinafter – VRA) to the Ministry of Environmental Protection and Regional Development. In order to implement EU and national policies in the fields of environmental protection, regional development and information and communication technologies, including in order to ensure the requirements of several EU directives, especially in the field of environment, according to national policy planning documents, MoEPRD manages EU funds within two planning periods of EU funds: 2007-2013 planning period (in charge of MEPRD 22 activities and sub-activity), and 2014-2020 planning period, within which MoEPRD, as responsible institution responsible for EU funds, is responsible for 11 SAMs, with total EU funding of EUR 713805739, including over-commitment financing from state budget 23 985 050 million. EUR, the horizontal principle “Sustainable Development” and the planning and monitoring of implementation, as well as the coordination of integrated investments in areas. As a result of the implementation of the project, MoEPRD as the Responsible Authority will ensure development of planning documents, preparation of the existing SAM under MoEPRD, including, project application criteria and criteria application methodology and criteria application methodology and implementation conditions (Minister of Ministers Regulations) development, supervision of SAM implementation, preparation of regional policy and sectoral policies under MoEP management for the year 2016, management of planning, implementation and monitoring of the project in accordance with the 2014th planning and management of the EUM. As MoEPRD co-operation partner will ensure post-monitoring of EU funds 2007-2013 planning period (from 1 January 2016-31 March 2016 will also be provided for the final payments of projects and documents supporting expenditure) for two ESF and seven ERDF activities. In total, the monitoring and post-monitoring function will be provided for 494 projects implemented within the framework of VRAA activities.In order to ensure the capacity of MoEPRD and VRAA to carry out the planned activities and to attract qualified workforce, it is planned to ensure competitive remuneration and good working conditions, specific training, conferences and seminars related to effective management of EU funds, as well as to provide employees with the necessary equipment to restore technical support for HEI functions.The project activities are planned to be implemented in the period from 1 January 2016 to 31 December 2018. The planned project activities are directly related to the achievement of the project goal, ensure and support efficient and safe management, monitoring, post-monitoring and control of the European Union structural funds. Total cost of the project for MoEPRD as responsible institution is planned to be EUR 3229302,10, including for post-monitoring – EUR 890075 and VRAA as MoEPRD cooperation partner – EUR 532000.
