European Union funds technical assistance to the Ministry of Environmental Protection and Regional Development in planning, implementation, monitoring and control of Cohesion Policy funds

The aim of the project is to provide the necessary capacity of the Ministry of Environmental Protection and Regional Development (hereinafter – MoEPRD) as responsible institution for evaluation of the investment plans and project ideas of the European Union (EU) funds for 2014-2020 planning period operation programme “Growth and Employment” for implementation of specific support objectives (henceforward – SAM) and related functions, including municipal development programme for evaluation of investment plans and project ideas, determination of funding and results among municipalities, coordination and impact assessment of investments in territories, as well as the capacity of the EU funds for the 2007-2013 planning period for evaluation of investment plans and project ideas, determination of funding and results among municipalities, coordination and impact assessment of investment areas, as well as the capacity of the EU funds for the 2007-2013 planning period for evaluation of investment plans and project ideas, for determination of funding and results among municipalities, for coordination and impact assessment of investments in territories, as well as for co-operation of EU funds for post-partner supervision and project ideas, for determination of funding and results among municipalities, for coordination and impact assessment of investments in territories, as well as for the co-operation of EU funds in 2007-2013 for post-partner supervision and project ideas, for determination of funding and results among municipalities, for coordination and impact assessment of investments in territories, as well as for co-operation of EU funds for post-partner supervision and closure of Environmental Protection and Regional Development Information Agency. The responsible institution of the planning period of 2020 will continue to perform the functions specified in Section 13 of the European Union Structural Funds and Cohesion Fund Management Law, incl. will ensure the monitoring functions of planning and implementation of the 11 SDGs under the responsibility of the MoEPRD in the fields of environmental protection, regional development and information and communication technologies (ICT). This will include after the European Commission’s decision of 2019 on implementation of the framework, reserve, as well as residual financing planning, preparation of implementation and preparation of preconditions, including application of state aid conditions, monitoring of implementation of SDGs, consulting local governments on project ideas within the MDGs, as well as providing proposals on territorial principles within the SDGs of all line ministries. We can continue to ensure fulfilment of functions of the responsible institution of EU funds 2007-2013 by carrying out project post-monitoring, detected violations, problem solving, assessment of possible discrepancies and adoption of relevant decisions and closure of the planning period of EU funds for 2007-2013 in activities and sub-activities under MEPRD competence. In total, the post-monitoring function will be provided for 267 projects implemented within the framework of the VRAA activities.In order to ensure the capacity of MoEPRD and SRDA (including the results of system audit carried out by the Audit Authority in 2017), and to attract qualified labour, it is planned to provide competitive remuneration and good working conditions within the framework of the project, which includes the purchase of workplace equipment for remote and online communication with the European Commission (EC) and other ministries. As well as specific training, participation in conferences and seminars related to effective management of EU funds will be provided.Project actions will be implemented in the period from the 1st quarter of 2019 to the 4th quarter of 2021, and the agreement on the implementation of the project with the CFLA is planned to be concluded in December 2018. The planned project activities are directly related to the achievement of the project goal, ensure and support efficient and safe management, monitoring, post-monitoring and control of the European Union structural funds. Total cost of the project for MoEPRD as responsible institution is planned EUR 2878552,00, including ERDF funding – EUR 2446769,00, state budget funding – EUR 431783.00.Including the planned costs for VRAA as a cooperation partner for MoEPRD the planned funding is EUR 320152.
