Creation of diverse childcare facilities in Tallinn’s children’s institutions

According to Statistics Estonia, the number of residents in Tallinn has increased by 8.2 % (by 35 630 inhabitants) over the last ten years from 400 500 in 2015 to 436 130 inhabitants, including the number of children aged 0-7 has increased by 28 % or 10 673 children. In the city of Tallinn, insufficient access to early childhood education services is a problem, which gives parents of young children fewer opportunities to participate actively in the labour market and to reconcile equal opportunities in the work, family and private life of men and women. The need to create new childcare facilities, including diverse childcare facilities, has increased as the number of children with special needs has increased. The problem is the high burden of care for parents of children with special needs and therefore the lack of flexibility in the organisation of their daily work and lower employment. From the point of view of children’s development, there is a need for professional assistance at an early age. According to data from the Tallinn Education Board, the number of special groups in Tallinn kindergartens has increased by 100 children or 7 in the last three years, and as of 29 May 2015, 178 children are waiting for special groups. The general objective of the project is to enable the availability of a near-home early childhood education service that meets the needs and expectations of parents of children with special needs to be increased through the creation of diverse childcare facilities that meet children’s development needs. As a result of the project, five new groups have been created with 42 different childcare places in Tallinn’s childcare facilities in the 2015/2016 academic year. The project supports the achievement of the strategic objective 5 of the Estonian Ministry of Social Affairs’ “Children’s and Families Development Plan 2012-2020” “Males and women have equal opportunities for reconciling work, family and private life” and the Tallinn preschool municipal institutions development programme 2013-2021 “Kindergarten Place for Every Child”. The project contributes to the implementation of the priority axis “Increasing social inclusion” of the “Operational Programme for Cohesion Policy Funds 2014-2020”.
