This notification confirms that the documents (feasibility study, including the analysis of options and the results of the CBA, the environmental impact assessment, institutional analysis, etc.) which formed the basis for Decision No C(2011) 9528 of 19.12.2011, as well as the information communicated in the phase-up request (the body responsible for the implementation of the project, the investment and the place of implementation, according to the financing request assessed and approved by the COM, the total cost and the total eligible cost, taking into account the requirements set out in Article 61 of Regulation COM EC 1303/2013) are maintained and are not such as to change the original purpose and objectives of the project as well as the results of the cost-benefit analysis. Please note that the phase-in request includes the estimated costs and this notification includes the costs resulting from the public procurement process, as the case may be. The general objective of the investment measure is to improve the infrastructure in the water sector to the benefit of the environment and people, in order to fulfil the obligations of compliance with the Accession Treaty and the objectives of LIOP and Priority Axis 3.2, under which water projects must be submitted. The aim of the project is to continue and complete the works related to the rehabilitation of the water supply system and waste water collection systems in the above mentioned localities, works that were started under the Environment SOP 20007-2013 and consisted mainly of the following measures: — Extension and rehabilitation of water sources, treatment plants, tanks, inputs and distribution networks; — SEAU extension and rehabilitation, pumping stations and sewerage networks The project encountered a series of delays in all phases: preparation, procurement and implementation. A first substantial delay was generated by the revision of the feasibility study which triggered the re-authorisation of several works. This re-authorisation required new opinions, such as national roads and railways, which caused delays. Further delays were generated during the procurement process: actions in court, resumptions of procedure due to irregular tenders, requests by tenderers to extend the deadline for submission and reply to requests for clarifications arising during the award procedure. The last works contract (CL6) was signed in March 2015. The delays in implementation were due to the insolvency of an entrepreneur under contract CL1 “Rehabilitation, New Capture and Treatment Plants in Arges County” (Yellow FIDIC), and the slow progress of FIDIC Rosu works contracts, delays and difficulties in obtaining approvals for works on national roads and the main streets in each agglomeration.
