The railway system suffers from a chronic lack of maintenance that has been evidenced for many years. Due to the significant state of usage of the rail network, including associated structures, the maximum traffic speed is subject to dramatic restrictions on several routes. On about 27 % of the network maximum speed is 50 km/h, while on another 39 % of the network the maximum speed is 80 km/h. Due to the network deteriorating condition, the number of speed restrictions has been increasing over the last years, affecting over 630 km. These speed limitations reduce the competitiveness of the railway sub-sector, as far as attracting railway traffic away from roads. The specific objective of the project is the rehabilitation of double track railway line between Sighisoara and Coslariu, including all associated structures and ancillary works in order to ensure a maximum speed of 160 km/hour for passenger trains in compliance with AGC parameters and a maximum speed of 120 km/hour for freight trains according to AGTC standards. In addition, in order to ensure effective interoperability, the Sighisoara – Coslariu rehabilitation project will include the introduction of ERTMS/ETCS level 2 systems. The project is part of the TEN-T Priority Axis No 22: Athens-Sofia-Budapest-Vienna-Prague-Nuremberg/Dresden which connects the eastern EU Member States through a major railway axis with western European countries. The present Sighisoara – Coșlariu railway line Section is located in Central-West of Romania, in the counties of Mureș, Sibiu and Alba. The existing railway line section to be rehabilitated starts from Sighisoara (km 299+ 399 – Y end of Sighișoara station) up to Coșlariu (km 394+ 150, close to X end of Coșlariu station). The specific objective of the project was the rehabilitation of 99.04 km of double track railway line between Sighisoara and Coslariu, according to to Comision decision (25.01.2017). For the project "Rehabilitation of the railway line Brasov – Simeria, part of Corridor IV Pan European, for the circulation of trains with a maximum speed of 160 km/h – Section: Sighisoara – Coșlariu – phase II, indicator "total length of railways" reconstructed or Modernised", according to the GD no.783/2011is 89.5 km (a geographically established indicator without taking into account the lengths developed (lines in stations, lines, etc.). The Government decision was initiated on the basis of the Feasibility Study. Following the completion of the activity of design and approval of the documentation within the CFR CTE (lot 1-147/15.09.2011, lot 2-111/11.08.2011, lot 3-112/11.08.2011, ERTMS – 166/10.11.2011), the lots were defined as follows: Lot 1 Sighisoara – Workshop in length of 25,062 km according to the Opinion no: 147/15.09.2011, Lot 2 Atel – Micasasa in 29,624 km length according to the Opinion no: 111//11.08.2011 Lot 3 Micasasa – Coslariu in the length of 36,645 km according to the Opinion no: 112/11.08.2011, section totaling 91
