Implementation of a specialised berth in a deep area (Dana 80)

In Constanta Port there is an extensive rail network, largely foreseen since the preparation of the port development projects, taking into account the advantages of rail transport over the road. At present, in order to meet the increased demand for the operation of cereals with large vessels, which leads to a decrease in the price per tonne transported, those vessels are partially loaded at the loading fronts of existing terminals, which have berth depths of more than 11.50 m and completed (loaded to capacity) in direct transhipment using floating equipment (barges and floating cranes). The direct transhipment, in addition to the additional costs, has a negative impact on the movement of ships in port basins and on the environment. To this end, C.N. A.P.M. Constanta S.A. analysed the possibilities available to Constanta Port for the creation of a grain terminal, which would allow the docking of large-capacity vessels that will be loaded with cereals, and concluded that Dana 80 can be allocated to this activity. For taking over a traffic of ca. 1,2 thousand. t/year, it is necessary to make a railway line up to the “park of silos”, otherwise a large part of this quantity will have to be transported by car. The increase in car traffic through the Port of Constanta, where car traffic is often blocked during the agricultural campaign, will make the situation worse. The construction of the CF connection is also necessary for the relief of traffic on the access routes in Port and on the A2 motorway and the national roads connected to the Constanta Port. The allocation of berth 80 for other activities makes the use of deep-sea berths in the port of Constanta more efficient, which by reducing oil and ore traffic is not exploited efficiently. This increases the revenues obtained by CN-APM-SA from the use of berth by vessels carrying approx. 3.5 million t/year. The strategic objectives of the project are: • The construction of the CF connection will lead to an increase in rail traffic and thereby to the efficiency of the rail system in the river-sea sector of the port and the country. • The railway connection will be used by all rail carriers and the fares charged for the transport of the goods in question will increase their revenues and, implicitly, the revenues to the state budget. • The investment will make the port of Constanta more attractive compared to the other ports in the Black Sea Basin. In order to achieve these objectives, it is proposed to achieve the following investments: • Modernisation of Dana No 80 to allow the operation of higher capacity vessels by installing new equipment for berth (absorbers, bollards, etc.) suitable for receiving larger cereal vessels • Extending the railway infrastructure to the silos park by constructing a new track line
