PROJECT PHASE EXTENSION AND REHABILITATION OF WATER AND WASTEWATER SUPPLY SYSTEMS IN GORJ COUNTY

The general objective of the project “Project Phase Extension and Rehabilitation of Water Supply and Wastewater Systems in Gorj County” is to improve the water and wastewater infrastructure in order to comply with the Accession Treaty and the Directives in the water and waste water sector. The aim of the project is to continue and complete the works started by the project financed by SOP ENV 2007-2013. Expected contribution of the project to the achievement of result indicators: As regards indicator 2S29 and 2S30, related to compliant SEAU serving agglomerations with more than 10.000 p.e., i.e. between 2,000 to 10.000 p.e., it should be noted that the total equivalent inhabitants who will benefit from waste water treatment in accordance with the European Directives will be 107,000 l.e. for SEAU Tg. Jiu, 7.500 l.e. for SEAU Bumbesti-Jiu, 4.200 l.e. for SEAU Tg. Carbunesti and 4,000 p.e. for SEAU Ticleni, i.e. a total of about 0.58 % of the total equivalent inhabitants in Romania (20798547 l.e. at 2014 level – data provided by ANAR) and a total of approximately 1.15 % of the equivalent population that still need to be connected to centralised waste water systems in Romania (10630137 l.e. at 2014 level – data calculated on the basis of information provided by ANAR). The listed treatment plants will serve the agglomerations of the same name, and the total population that will benefit from the execution of the 4 waste water treatment plants is 122,700 l.e. according to the provisions of the Financing Application. The value of the indicators related to CO18 “additional population benefitting from better water supply” and CO19 “additional population benefitting from better waste water treatment” is presented by reference to the needs of the water and wastewater system in the project area carried out in both phases, as these indicators cannot be separated in phases, as they cannot be achieved through the partial realisation of this infrastructure. In this respect, their value covers the population/equivalent population targeted by the investments for both phase I and phase II, and can only be quantified when all works will be completed, i.e. at the end of phase II (after completion of the works on the rest of the works on the water and wastewater infrastructure). According to the indicator CO19, the equivalent population of which the waste water will be transported after the project to the treatment plants through the waste water transport network amounts to 107,000 persons, according to the provisions of the Financing Application. Also, the percentage of equivalent population connected to the sewerage system in agglomerations with more than 10 000 litres (as required by Article 3 of Directive 91/271/EEC concerning urban waste water treatment): before the project: 61 %; after project implementation: 100 %.
