Extension to 4 lanes of the existing road between Gate 10 Bis and Gate 10

The policy of the Constanta Port Administration is to attract freight traffic through the seaports under its management. A very important role in attracting new flows of goods through the port is played by Port Operators.The creation of easy and modern operating conditions is an important “veir” in the mechanism of attracting new investments made either by the current operators or by new investors. These goals can be reached through several routes, one of them being the reduction of waiting times at the port entrance, a road traffic in good technical condition, etc. With the connection of the Constanta Port to the highway Bucharest-Constanţa direct roadway from Constanta to Constanta (A4), as well as the completion in the Sectoral Operational Programme of the Transportation Port – The Danube Transportation Programme (POS) of the port of Constanta and the road traffic related to the road from Constanta to Constanta (A4), as well as the completion within the Sectoral Operational Programme of the Transportation Port (POS) of the Port of Constanta (the Region of Romania) and the connection between the roadway of the Bucharest-Constanţa-Constanţa road route (A4), as well as the completion in the framework of the Sectoral Operational Programme of Transportation through the port of the port (the Region of Romania – Romania) have been played by port. These goals can be reached through several routes, one of which is the reduction of waiting times at the port entrance to the port, a road traffic in a good technical condition, etc. Both the bypass of the municipality of Constanta and the Road Bridge over the Danube-Black Sea Canal provide access to the southern area of Constanta Port on four lanes, up to gate 10 Bis, but from this control and security point, to the 10th gate area and to the terminals, the access is made on the current road which has a length of 982 m and only two lanes, one per direction. The extension to 4 lanes of the existing road between gate 10 bis and gate 10 has become absolutely necessary and urgent to achieve, thanks to the completion of the investment objectives: “The bypass of Constanta Municipality” and the “Road Bridge over the Danube Canal – Black Sea”.The proposed work aims to modernise and streamline the existing road between gate 10 bis and gate 10, to achieve an intersection at roundabout level in gate 10 area, to satisfy a significant traffic of long vehicles with trailers, or semi-trailers and to ensure a degree of comfort and safety for the circulation of these vehicles. The positive effect is quantified by shortening the transit time of the vehicles to the Port’s access gates in a safe and comfortable way.The existing route between gates 10 bis and 10 is entirely inside the port. In accordance with the LIOP, Priority Axis 1, Specific Objective 1.3 aims to increase the use of waterways and ports located on the TEN-T core network. In order to increase the attractiveness of shipping and thus the related market share, the LIOP foresees the need for concerted interventions in two major directions: • Eliminate/reduce navigation deficiencies on the Danube and its channels and improve needle maintenance
