Strengthening the administrative capacity of the Territorial Administrative Unit (ATU) Ramnicu Sarat Municipality, Buzau county, in the less developed South-East region, in order to support an efficient and qualitative management by implementing and using two unitary CAF and ISO quality management systems, applicable to the local administration, in accordance with the “Action Plan for the stepwise implementation of quality management in public authorities and institutions 2016-2020”. The project contributes to achieving the general objective of POCA 2014-2020 by implementing at ATU Ramnicu Sarat the second quality management standards/instruments (CAF and ISO) applicable to public administration and specific training of staff for the implementation of the quality management system/instrument. In the long term, they will contribute to the creation of a modern local administration capable of facilitating socio-economic development, through competitive public services, competent/professional human resources, and thus contributing to the implementation of reform measures and to the achievement of the objectives of the Europe 2020 strategy. The project supports Priority Axis 2 POCA: “Accessible and transparent public administration and judicial system”, because through its activities, Activity 2 (implementation of the CAF instrument), Activity 3 (consultancy for standard recertification ISO 9001), Activity 4 (standard recertification) and Activity 5 (specific training of staff) are aimed at implementing an effective management at the level of UAT Ramnicu Sarat Municipality, improving decisional process and strengthening local public autonomy. The project is in line with POCA Specific Objective 2.1 “Introduction of common systems and standards in local public administration that optimises beneficiary-oriented processes in accordance with SCAP” because it aims at the unitary implementation of quality and performance management ISO 9001 and CAF at institution level and training of the staff of this local authority to support the actions targeted by this general objective. The project responds to general objective II proposed by the Strategy for strengthening the public administration 2014-2020 SCAP “Implementing an efficient management in public administration” by implementing the two unitary systems of quality management CAF and ISO, in parallel with the specific training of the staff of the ATU Ramnicu Sarat Municipality in order to provide quality services, to generate, manage and promote change in order to develop.
