Alt-POL – Empowering trade union health unions to formulate alternative public policies

POCA 1.1 aims to develop and introduce common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business in line with the Strategy for Strengthening Public Administration 2014-2020 (SCAP). In this respect, the general objective of the project is to increase the capacity of trade unions in the sanitary/professional field to actively participate, support and promote health reform in Romania, through a series of integrated interventions aimed at the target group in the development regions Bucharest Ilfov and Centre and to obtain the capacity of the institutions concerned to formulate and promote alternatives to public policies initiated by the Government. The general objective of the project is directly related to SCAP, a framework document aimed at General Objective II (Implementation of an efficient management in public administration), Specific Objective II.1 Increasing the coherence, efficiency, predictability and transparency of the decision-making process in public administration, i.e. II.1.6 Developing the capacity of civil society, academia and other relevant social partners (syndicated, employers, etc.) to support and promote the reform of public administration and the need to strengthen the role that civil society, academia and other relevant social partners must have in a modern state, namely to constantly contribute with analyses, evaluations and alternative policy forms and to monitor the activity of public authorities. The project contributes to the achievement of the objective of the program by implementing measures identified and designed on the basis of the concrete needs identified by the Partnership Leader (LP) within the network of trade unions in the sanitary/professional society of which it belongs, in relation to the system needs. In this respect, an integrated approach will be considered, targeting representatives of trade unions from several angles and fields of intervention. For visible effects both at the level of each person involved in the target group but also at system and society level in general, the project targets a total target group of 120 persons, representatives of the social partners, in accordance with the applicant’s guide for this call for projects and two supported social partners to improve their capacity to formulate and promote alternative proposals to public policies initiated by the Government. Organising training/training/information sessions to develop the capacity of the social partners in the field of health/professional society; 2.
