The general objective of the project is to increase the capacity of non-governmental organisations that provide social services for older people to formulate and propose public policies aimed at stimulating social contracting in order to develop social services for the elderly in every community in Romania. The general objective of the project is linked to the specific objectives of Priority Axis 1 POCA, which “supports measures aimed at adapting structures, optimising processes and preparing human resources for the realisation and implementation of evidence-based public policies, linking strategic planning with programme budgeting, simplifying legislation and reducing administrative burdens, strengthening the capacity of public authorities and institutions for transparent and efficient implementation of public procurement, as well as improving the efficiency of the judicial system”, by proposing a third-party legislative package on the acquisition of social services for older people, which can be used at the level of each community, thus supporting human resources from local authorities and directly contributing to the uniformisation and simplification of the procurement process of social services. At the same time, the general objective of the project is linked to specific objective 1.1 “Development and introduction of common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business environment in line with SCAP”, as it proposes a standardised procurement mechanism, which will directly lead to increased access of older citizens to social services adapted to their specific needs. The approach proposed in this project, through which non-governmental organisations that provide services or work with older people are supported in order to develop knowledge in the field of public procurement and in the field of lobbying and advocacy, are guided in order to develop alternative public proposals and are also supported in the relationship with local authorities, through an extensive advocacy campaign, is directly consistent with the purpose of this call for projects “to support NGOs... to formulate and promote alternative proposals to public policies initiated by the Government”. The third-party legislative package on the acquisition of social services for the elderly, as well as the activities proposed within the project, are, on the one hand, a response to the real needs of non-governmental organisations in the social field, to develop social services in the communities in which they work, to ensure the sustainability and financing of these services and to improve their lobbying and advocacy capacity, for a better relationship with local authorities.
