The general objective of the project is to improve the quality and efficiency of the public services provided at Neamt County Council by strengthening the administrative capacity to manage these services, by implementing and using two uniform CAF and ISO quality management systems applicable to the local administration. The general objective of the project is in line with the “Action Plan for the phased implementation of quality management in public authorities and institutions 2016-2020” supporting the implementation of ISO and CAF, training of staff and allocation of staff with tasks in the job description on the implementation of quality management (without changing the organizational structure). The project responds to the requirement of thematic objective 11 of Cohesion Policy 2014-2020 (OT 11 – Strengthening the institutional capacity of public authorities and stakeholders and an efficient public administration), referring to Challenge 5 Administration and Governance and Challenge 2 People and Society of the Partnership Agreement of Romania. The project activities related to the implementation of the CAF self-assessment tool at the level of the County Council, the implementation of the ISO 9001 standard and the preparation of 132 people to ensure the increase of administrative efficiency and capacity represent specific actions responding to these strategic directions at European and national level. The implementation of the project aims to implement at Neamt County Council two quality management standards/instruments (CAF and ISO) applicable to public administration and specific training of staff for the implementation of the quality management system/instrument, thus contributing to the achievement of the general objective of POCA 2014-2020.
