The general objective is to improve the administrative capacity, quality and efficiency of the public services provided at the level of Odorheiu Secuiesc Municipality, Harghita County in the less developed region of the Centre, by implementing an integrated IT system that allows online communication with citizens and other institutions for domains managed shared by ATU, streamlining back-office activities and implementing measures to improve strategic planning. By implementing an integrated IT system that provides online access to the services managed shared by the local administration and the acquisition of new software modules with new functionalities and an improved system compared to the existing one, by preparing about 120 people for a performance and efficient administration at local level, the project contributes to the achievement of the general objective POCA 2014-2020. In the long term, the implementation and use of an IT system that allows easy access to online services, staff training, contributes to the development of a quality culture in the public administration, to the creation of an efficient local administration, capable of providing efficient services and generating socio-economic development at the level of the community. The project supports Priority Axis 2 POCA: “Accessible and transparent public administration and judicial system”, Specific Objective 2.1., because through its activities Activity 3 (strategic planning actions – elaboration of the Institutional Strategic Plan), Activity 4 (Simplification of administrative procedures from a back-office and front-office perspective, by implementing an IT system that provides access to online services managed shared by ATU: e.g. social assistance, education, local police, improvement of the existing portal, services for efficiency and stimulation of local income management and collection, etc.), Activity 5 (specific training of staff on specific topics) is aimed at improving the decisional process and strengthening local public autonomy. The project responds to general objective II 1.5. proposed by the Strategy for strengthening public administration 2014-2020 (SCAP) “Strengthening the transparency of the decision-making process”, because the project stimulates the development of partnerships between local public administration and IT companies in order to create open data applications (front-office and back-office IT applications) facilitating access to online services.
