Institutional efficiency and good governance in Moreni Municipality

The general objective of the project is to improve the decision-making process, the administrative capacity and the quality and efficiency of the public services provided at the level of Moreni Municipality, in the less developed region of South-Muntenia, by implementing system procedures and initiating measures to simplify some working procedures and public policies and by developing the knowledge and skills of the staff of the institution. By implementing the CAF self-assessment tool, developing a new strategy for the development of Moreni municipality and by completing and simplifying some unitary procedures, the project meets the specific objective POCA 2.1: introduction of common systems and standards in local public administration that optimise beneficiary-oriented processes in line with SCAP. In the long term, the implementation and use of quality management systems, specific and simplified standard procedures for reducing bureaucracy contributes to the development of a quality culture in public administration, to the creation of an efficient local administration, capable of providing efficient services and generating socio-economic development at community level. The project responds to general objective II proposed by the Strategy for strengthening public administration 2014-2020 SCAP – “Implementing an efficient management in the public administration” by proposing the implementation of actions to develop unitary management systems, to promote these systems/quality management tools, with a focus on the added value they can generate within the public authority, the development of training/training and personnel organisation activities for the use of quality management and the development of competences at all levels for the implementation of quality management systems. The project contributes to achieving the goal of the POCA Applicant’s Guide to Call for Projects CP12/2018 and includes the actions foreseen and which have been translated into activities according to the Guide: support for improving decision-making and strategic planning, supporting the introduction of tools, processes of performance and quality management at local level – CAF and skills development of about 120 people within the ATU, through specific training programs.
