The GENERAL [OG] objective of this project is to optimise patients’ access to quality medical services by improving the level of medical training dedicated to the detection, transmission for staging and treatment of patients with chronic liver diseases caused by hepatitis B/D/C viruses, specialists working in public medical institutions or under contract with CNAS in all development regions of Romania (South, South-East, South-West, North-East, Center, West, North-West and Bucharest-Ilfov). This general objective responds to two topics of national interest in the field of health, namely: (1) Definition and development of the standardised framework (framework) for the national implementation of prevention and treatment projects and actions for viral hepatitis B/D/C; (2) Creation of a group of specialists in Romania to act in the medium to long term to reduce the cases reached in terminal phases of liver cirrhosis or hepatocarcinoma and also to reduce the incidence of hepatitis virus infection among propulation. The present project through the framework and through the training process of the target group will create both the technical and human infrastructure necessary for the further implementation of screening, staging and access to treatment programs for patients with chronic liver diseases secondary to viral infections with hepatitis B/D and C viruses financed in phase II. The socio-economic positive effects of project implementation are multiple and can be grouped on the following directions: EF-1. Reduction of morbidity and mortality associated with chronic infections with viral hepatitis B/D and C, by improving the level of competence of medical professionals in early identification and treatment of liver pathologies. The National Health Strategy 2014-2020 specifies a positive evolution of + 17.4 % of mortality due to chronic liver diseases, including cirrhosis in Romania between 2006 and 2010, from 39.7 to 46.6 deaths/100.000 people, being the fifth cause of death after circulatory diseases, malignant tumors, digestive and respiratory diseases. EF-2. The decrease in the prevalence of hepatitis B/D and C virus infections in Romania in the medium to long term as a result of treatment followed by persons detected who present a major risk of spreading infections to other healthy populations. EF-3. Improving the living standard of infected patients through guidance and subsequent access to treatment (linkage to care). EF-4. Centralising and monitoring data on the epidemiological profile of hepatitis B/D and C infections in the general population or in certain population groups at risk, data needed to improve national strategies and public policies in the field of priority communicable diseases, in order to align with the requirements of the World Health Organisation in accordance with the strategic objectives defined in the National Health Strategy
