The GENERAL OBJECTIVE OF THE PROJECT – Promoting equal access to integrated measures of education, employment, entrepreneurship, social services, acts, housing, anti-discrimination for people from marginalised urban areas in Cugir, Alba county, at risk of poverty and social exclusion from marginalised communities in which the population belongs to the Roma minority. The project implementation strategy has 4 interconnected and clear COMPONENTEs, which are allocated to partners according to their responsibilities based on specific experience and expertise and aimed at a comprehensive correlation in providing the integrated package of services and results for the target group proposed in the project. The 4 interconnected components are the following: Component 1 – socio-medical services, documents, housing; Component 2 – employment and entrepreneurship; Component 3 – education; Component 4 – anti-discrimination campaign. The decision on the existence and proposal of these 4 interlinked components of the project implementation strategy emerged during the 6-month process of identifying the needs and integrated actions for the target group of the project, which was established in an integrative way based on the real needs of the target group, the recommendations derived from the research carried out during the project development period and the mandatory provisions of the Applicant’s Guide to specific conditions in the Financing Call 4.1. Both the project partners were involved in this process of debate and work, but especially those from the target group were involved through direct discussions in the communities with potential beneficiaries, proposals from the community representatives who are part of the Roma Community Action Group (GAC), Roma leaders at local level, 3 representatives of Roma communities and who are employed within the City Hall and Schools as specialists (local Roma experts, health mediator, school mediator) and who are specialists who work daily with the target group. During this process of debates and proposals for working actions, it was found that the problems faced by the people in the communities concerned in the project, in particular the Roma population, are extremely complex and serious. Thus, during this project development period, a series of 3 scenarios were identified regarding the appropriateness of this kind of integrated concrete actions. Scenario no. 1 – WITHOUT PROJECT AND PROBLEMS TO BE COMMUNITY RESOLVED – the most negative scenario discussed by the project partners and involving people from the communities in the debates. During the debate process it was proposed that existing problems be solved by the community. It has been found that this is not possible and that these problems would deepen negatively and the negative effects would be disastrous both in terms of quality of life
