The general objective of the project proposed for funding is to strengthen the institutional capacity of the beneficiary to ensure quality and access to public services provided shared by the City Hall by simplifying local administration procedures, reducing bureaucracy for citizens and making the work of specialised staff and local elected representatives more efficient. The general objective of the project is consistent with POCA’s specific objective 2.1, i.e.: “Introduction of common systems and standards in local public administration that optimise beneficiary-oriented processes in line with CAPS”. The implementation of the project will contribute to the achievement of general objective II of SCAP: “Implementing an efficient management in public administration”, namely Specific Objective II.1 – Increasing coherence, efficiency, predictability and transparency of the decision-making process in public administration. The project will contribute to providing tools that contribute to a coherent and coordinated approach to issues related to decision-making, human resources, information technology, internal processes, quality assurance and research and innovation, as prerequisites for future development, playing an important role in achieving specific objective II.1.4 – Increasing the quality of decision-making at the level of local public administration, in order to respond in a reasoned and coherent manner to the needs of the local community.
