The community of hard-working moths

The project addresses a marginalised community in which there is a population belonging to the Roma minority in Avram Iancu commune, in which more than 10 % is a Roma community according to official census documents, of the mayor’s office, but also according to the Atlas of Marginalised Rural Areas and Local Human Development in Romania (page 279). Avram Iancu is an isolated mountain community with little possibilities in terms of occupation. The idea of the project started from the priorities set by Romania through the Partnership Agreement 2014-2020, through which we aim at global level to reduce disparities in economic and social development between Romania and the Member States. This will be achieved by providing effective measures to those at risk of poverty and social exclusion, in which there are 20 % of the total population of Romania. The Human Capital Operational Programme 2014-2020 responds to these needs through the Specific Objective 4.1.Reduction of the number of people at risk of poverty and social exclusion in marginalised communities in which there is a population belonging to the Roma minority, by implementing integrated measures. Following the provisions of this objective, we proposed for the project the following GENERAL OBIECTIV: increasing the quality of life at the level of a marginalised community in which there is a population belonging to the Roma minority in Avram Iancu, by providing integrated intervention in line with the individual needs and the household they belong to, for 560 people at risk of poverty and social exclusion, adults and children, within the target group being Roma people with a share of 30 % and 50 % female gender. At the level of a marginalised community in which there is a population belonging to the Roma minority that we address, there are 1,574 people, of whom 17 %, according to the Development Strategy, are Roma people. The structure of the target group was established following the recommendation of the Applicant’s Guide Specific Conditions OS 4.1. to look at the financing proposals in an integrated way, at household/family level. The needs of such a community are varied, interdependent, the provision of unidirected measures reduces the chances of achieving a long-term impact on quality of life. In the marginalised community targeted 54.6 % of people aged 15-64 have a maximum of 8 classes, 56.5 % are disabled or have chronic diseases or other conditions that limit their daily act, the proportion of children in the community is 12.8 %, 46.2 % of those aged 16-64 are not in the formal labor market nor do they have a form of education, and they have no skills to help them find a job. 58.8 % was identified in terms of the proportion of overcrowded dwellings, with less than 15.33 m² per person, and 12.7 % shows housing insecurity (the dwellings are not owned by
