Strengthening the institutional capacity of Giurgiu County Council, increasing the performance of local administration and optimising the administrative processes of the institution and adopting measures to simplify the provision of services to citizens and business, by implementing innovative IT systems. Through the elaboration of the Institutional Strategic Plan and the County Development Strategy, the local conditions will be created, capable of providing efficient services and generating socio-economic development at the level of the community. The project supports Priority Axis 2 POCA: “Accessible and transparent public administration and judicial system”, because through its activities, Activity 3 (strategic planning actions – elaboration of the development strategy of Giurgiu County, elaboration of the institutional strategic plan 2021-2027, Activity 4 (Implementation of an IT solution for the management of shared competences in the field of county road transport infrastructure) and Activity 6 (Development of the knowledge and skills of the institution’s staff) are aimed at improving the decision-making process and strengthening local public autonomy. The general objective of the project is in line with the Thematic Objective 11 of the Cohesion Policy 2014-2020 (OT 11 Strengthening the institutional capacity of public authorities and stakeholders and the efficiency of public administration), addressing challenge 5 Administration and governance and challenge 2 People and society in the Partnership Agreement of Romania, through specific actions carried out at the level of the County Council. The project contributes to achieving the goal of the POCA Applicant’s Guide to Call for Projects CP13/2018: the application includes the actions foreseen and which have been translated into activities according to the Guide: support for improving decision-making and strategic planning through Activity 3, measures to simplify bureaucracy through Activity 4 and development of staff skills within the institution through specific training programs and exchange of experience through Activity 5. The achievement of the specific objectives mentioned will lead to the achievement of the overall objective of the project.
