Resources for the Funnel – Increasing community-wide access to resources

The project addresses a marginalised community in which there is a population belonging to the Roma minority in which about 25 % is a Roma community according to the Atlas of Marginalised Rural Areas and Local Human Development in Romania (page 279). Since 2011, this information has changed, currently almost 50 % of the Calnic population is Roma, according to the official census documents of 2013 and the mayor’s. The commune Câlnic, Alba county, is located in the southern part of Transylvania, between Sebes and Sibiu. The administrative territory includes two localities: Funnel – the commune’s meeting and Deal. The idea of the project started from the priorities set by Romania through the Partnership Agreement 2014-2020, through which we aim at global level to reduce disparities in economic and social development between Romania and the Member States. This will be achieved by providing effective measures to those at risk of poverty and social exclusion, in which there are 20 % of the total population of Romania. The Human Capital Operational Programme 2014-2020 responds to these needs through the Specific Objective 4.1.Reduction of the number of people at risk of poverty and social exclusion in marginalised communities in which there is a population belonging to the Roma minority, by implementing integrated measures. Following the provisions of this objective, we proposed for the project the following GENERAL OBIECTIV: increasing the quality of life in a marginalised community where there is a population belonging to the Roma minority (Municipality of Calnic, Alba County), by providing an integrated package of measures in line with the individual and household needs of 560 people at risk of poverty and social exclusion, adults and children, of which 50 % will be Roma people. At the level of a marginalised community in which there is a population belonging to the Roma minority we address in 2017, 1,337 people live in 2017, of which 720 are Roma people, almost 50 %, up from 25 % compared to 2011 – the Atlas of the Marginalised Rural Areas and Local Human Development in Romania (page 279).According to data obtained at community level through official information from ATU, sociological survey, focus group, In the marginalised community targeted 74 % of people aged 15-64 have a maximum of 8 classes, 28 % are disabled or have chronic diseases or other conditions that limit their daily act, the proportion of children in the community is 24.68 %, 70 % of those aged 16-64 are not in the formal labor market nor do they follow a form of education, and they have no skills to help them find a job, only 75 pers. of the total 1337 are employed and receive a salary. 64 % was identified in terms of the proportion of overcrowded dwellings, with less than 15.33 m² per person, and 30 % is insecure.
