The idea of the project started from the priorities set by Romania through the Partnership Agreement 2014-2020, through which we aim at global level to reduce disparities in economic and social development between Romania and the Member States, at which we want to ensure and reduce disparities between the territories of Romania, between rural and urban areas. This will be achieved by providing effective measures to those at risk of poverty and social exclusion, in which there are 20 % of the total population of Romania. The Human Capital Operational Programme 2014-2020 responds to these needs through Specific Objective 5.2. Reducing the number of people at risk of poverty or social exclusion from marginalised communities in rural areas and cities with a population of up to 20,000 inhabitants by implementing integrated measures/operations in the context of CLLD mechanism, offering the possibility of implementing integrated measures, social services package, employment and direct intervention in desegregation/non-discrimination. The project addresses the territory of the Mara-Gutai LAG, which has 14 ATUs, addressing 14 marginalised communities at risk of poverty and social exclusion, of which 13 rural and 1 urban less than 20,000 inhabitants in North West Region (Maramures county). Following the provisions of this objective, we proposed for the project the following GENERAL OBIECTIV: increasing the quality of life for 260 people at risk of poverty and social exclusion in the territory of the Mara-Gutai LAG, of which 10 % Roma people, by providing an integrated intervention targeted in 3 strategic areas: social, employment, desegregation/non-discrimination. We address a territory where 43682 people live, of which the largest ATU is the city of Cavnic (the only city in the LAG territory), with 4976 persons. Roma people are less than 2 % but they are in absolute poverty, posing the highest risk of poverty and social exclusion. It is a territory that shows the characteristics of an ageing population, with more than 17 % elderly (statistical threshold of aging population is 12 %). Fit for work adults are gone abroad to work, leaving children in the care of older people who themselves need support. Children grow up with inferiority complexes, generally participate only in secondary education, not even continue compulsory education, are in a context of segregation, contextual discrimination. Thus, we propose for the project a target group of 260 people at risk of poverty and social exclusion, a realistic weight to ensure the identification of beneficiaries for the project activities, and significant to generate change at marginalised community level, in accordance with GS CS 5.2.
