The general objective of the project is to strengthen the institutional capacity of the Ministry of Tourism, to develop and support a modern and competitive tourism in Romania, by implementing an IT system that allows optimisation of decision-making processes oriented towards citizens and the business environment in accordance with SCAP. The project supports POCA Priority Axis 1: “Effective public administration and judicial system” because through its activities, Activity 3 (performance of work processes analysis), Activity 4 (implementation of the IT system), Activity 5 (specific training of staff) is aimed at improving the decisional process and optimising processes in order to eliminate the main weaknesses in the central public administration. The project supports POCA Specific Objective 1.1 “Developing and introducing common systems and standards in public administration that optimises decision-making processes oriented towards citizens and business environment in accordance with SCAP” by implementing an IT system for the online and real-time management of all categories of issued authorisations (tourism licenses, temporary operating authorisations and classification certificates for tourist reception structures with public accommodation and food functions, certified by guide, tourism patents, certificates of approval of slopes for the practice of winter sports for leisure, certificates of approval of mountain tourist routes, authorisations for tourist beaches and activities in the recreational industry, approvals for technical documentation regarding constructions in the field of tourism, approvals for the organisation of professional training programs for occupations, tourism-specific professions, authorisations for tourist promotion and information centers, certificates for tourist resorts, permits for urban planning documentation regarding tourist areas and resorts). The general objective of the project is in line with the Thematic Objective 11 of Cohesion Policy 2014-2020 (OT 11 Strengthening the institutional capacity of public authorities and stakeholders and the efficiency of public administration), addressing challenge 5 Administration and governance and challenge 2 People and society in the Partnership Agreement of Romania, through specific actions carried out at the level of the Ministry of Tourism. The project contributes to achieving the goal of the POCA Applicant’s Guide for Project Application POCA/399/1/1 (IP12/2018): the application includes the actions provided and which have been transposed into activities according to the Guide: simplification of administrative procedures and reduction of bureaucracy for citizens and business through Activity 4 and development of skills of 230 persons within the Ministry of Tourism through specific training programs (Activity 5).
