Integrated local development in Belin commune

The aim of the project is to ensure the premises of the local development of Belin commune in Covasna County through a package of integrated measures and services, which currently shows a degree of marginalisation above average. The general objective of the project aims to reduce the number of people at risk of poverty and marginalisation in Belin commune (which consists of the villages of Belin and Belin Vale) by at least 200 people through an integrated and focused approach on the needs of the community that will include educational, occupational, housing, social, medical, socio-medical and legal measures, facilitating in the medium and long term ethnic desegregation, increasing the quality of life of the inhabitants of the commune, capitalising on human potential and overall development of the whole community from a socio-economic point of view. The project provides integrated measures in at least 3 areas (education, social, medical and socio-medical, housing, legal, combating discrimination and employment) for 600 people at risk of poverty and social exclusion, of which 150 minors from households in severe material deprivation, 400 people aged 18-64 who are at risk of poverty or severe material deprivation or are members of households with low work intensity and 50 people over 64 years who are at risk of poverty or severe material deprivation. Of the 600 members of the target group, 225 are Roma and are people from the risk categories of poverty, severe material deprivation and reduced work intensity in the household. The project contributes to the achievement of the specific programme indicator by reducing by at least 200 people the number of people at risk of poverty and social exclusion through the following interventions with long-term impact: • Increasing the level of schooling of adults in the community through vocational training and second chance program (target 40 people). The project will provide through integrated employment measures 8 variants of vocational training courses relevant to the labour market offer, for the level of schooling of people at risk of poverty and social exclusion and for the development potential of the commune. The courses will participate in a total of 400 people, all acquiring 2 different certifications recognised at national and European level through the accreditation of the NCA (professional training and ICT course). Also, 40 of the 400 people will also benefit from the “Second Chance” program, through which they will graduate from the lower secondary education. The effects of increasing the degree of education and professional qualification will be felt throughout the common, the direct effects being on the members of the target group who will have a wider range of occupational and educational options, but there are also countless indirect effects – for example, giving a positive example to children and other adults and
