Integrated Services for VIITOR

Reducing the number of people at risk of poverty and social exclusion from the marginalised community Cartier Vest – Tulcea, Tulcea Municipality, Tulcea County, by implementing integrated, multi-sectoral measures, insertion into the labour market and improving the quality of life. The general objective of the project will contribute to achieving the main objective of the POCU program “development of human resources by increasing access to a quality education and training system, stimulating employment, especially for young people, reducing poverty and social exclusion by facilitating access to social and health services”, as well as to the achievement of the specific objective of call 4.2 – “Reduction of the number of people at risk of poverty and social exclusion in marginalised communities (non Roma), by implementing integrated measures”. Through the Integrated Services for VIITOR project, it is proposed to implement integrated measures in the field of education, employment, housing and social and health services, with multiple actions on the population in the marginalised area, which will give the entire marginalised community the opportunity to develop and become a poor community. At the level of the marginalised community, the following problems were identified: At educational level: — the lack of enrolment of children in early, pre-school and school education courses; — difficulties in guiding children for educational activities after school due to parents’ low level of schooling; — problems in ensuring a diet that respects nutritional intake in relation to children’s age and needs against the background of reduced incomes; — difficulties in the supervision and control of children in the domestic space; — behavioural difficulties in children from families at social risk (departure parents, single parents, divorced parents) who can generate in juvenile crime; low educational attainment among young people and adults (parents) in the area. At the level of labour market integration: lack of ability to guide the labour market and identify potential employers; — lack of skills and qualifications or possession of irrelevant skills and qualifications; — lack of skills needed to start small businesses or lack of necessary funds; — high degree of domestic load for the female active population segment. At the level of socio-medical needs: a high percentage of people with disabilities and chronic diseases; — problems in the quality of life of persons with disabilities and the elderly in the context of diminishing their capacity to care for themselves; — poor housing conditions against the background of low incomes; — problems with access to social services, recovery and community assistance.
