According to the 2011 Censamant, around 81,000 children aged between 0 and 14 years old live in Maramures County. At national level, a percentage found in MM, about 10 % of children have at least one parent abroad. According to the data of the School Inspectorate of MM County, in the school year 2018/2019, 5652 children had at least one parent abroad (4473 with a parent and 1179 with both parents) – but these data are incomplete because children who are not enrolled in school or do not attend school (abandon) are missing. The data from DGASPC Maramures is also incomplete because it is based only on those situations in which the parent declared leaving abroad, so in 2018 only 2142 children with at least one parent abroad, i.e. less than half of the cases known to the school environment, were recorded in the evidence. The decision to leave parents abroad is to access additional resources to avoid the risk of poverty, most of the children having a better living standard from a financial point of view by leaving their parents, remaining in deficit only the emotional and development aspect of the child. However, there are situations in which the quality of children’s life is not financially improved, but on the contrary they are at risk of separation from the family due to different causes related to parents, the child’s own behavior or the situation of those who have it in care. Thus, in 2018, 26 of the children with at least one parent abroad were put into placement in public institutions or to another special protection measure. The inclusion of these children in the category of vulnerable children is found in a series of strategic documents (Partnership Agreement, Country Specific Recommendations, National Reform Plan) and in the public policies developed in Romania (national legislation GD 691/2015, presedented by the Report_Group_de_work_Interinstitutional_dedicat_situation_children_with_prini_plecai_la_munc_in_straintate, various studies carried out by organisations with a serioada practice in promoting children’s rights such as SOS Children’s Villages, Unicef, etc.). Thus, starting from this social reality, we have established as GENERAL OBIECTIV of the project “increasing access to specialised services for children from Maramures who have parents gone abroad and who are at risk of separation from the family”. This general objective, by increasing the number of services to be involved in decreasing the risk of family separation in children with at least one parent abroad, corresponds to the Investment Priority 9.iv under the umbrella proposed Call for Social and Socio-Professional services at community level for children and young people, especially relevant for Activity 3 of the Guide (page 9).
