Factis – Be an actor for a transformed, integrated and sustainable community!

PO: Reducing the number of people at risk of poverty and social exclusion in the Argetoaia community by operationalising and sustaining a continuum of services and measures for a number of 555 people from the target group, 100 % of whom benefit from integrated measures and services – IR 4S43, 150 Roma persons – IRI 4S43.2, implemented by multidisciplinary teams both within the Argetoaia Integrated Community Assistance Centre and through mobile services addressed to the entire community (IRI 4S39). The objective of the project responds directly to the National Strategy on Social Inclusion and Reduction of Saracy (2014-2020), by addressing the needs of people affected by persistent poverty and the Roma population as categories on which the various dimensions of exclusion tend to support each other and perpetuate themselves from one generation to the next. The ex-ante analysis carried out at community level revealed that socio-economic exclusion is perpetuated when poor learning outcomes and poor health significantly limit the opportunities for access to the labour market for the next generation. Also, the relevant experience of the project partnership has shown that breaking the vicious circle of poverty and exclusion requires individualised interventions, designed to address the underlying factors of inequality. In order to support this approach, the project aims to develop and operationalise the model of the Community Integrated Assistance Centre Argetoia, as well as the empowerment and development of mobile multidiscilation teams to facilitate access to integrated services for all members of the community. Through services focused on the individual needs of members of marginalised communities, with a focus on Roma members and on the involvement of institutional actors at county and local level, the project responds to the Romanian Government’s Strategy for Inclusion of Romanian Citizens belonging to Rome Minority 2014-2020. Also participating in the achievement of the PA4 objective: “Social inclusion and combating poverty”; Thematic Objective 9: Promoting social inclusion, combating poverty and any discrimination (Regulation (EU) No 1304/2013, Article 3(1) a), Investment Priority 9.ii Socio-economic integration of marginalised communities, such as Roma (Regulation (EU) No 1304/2013, Article 3(1), a), the project emphasises the essential need for coordination and complementarity of social services, employment services and health services, in order to facilitate the employment of people who are not working but who are fit for work. This approach to poverty and social exclusion is based on the concept of providing integrated services and on ensuring harmonisation and coherence between the different programmes and interventions, both at individual, household and level
