General objective: Optimisation of beneficiary-oriented processes in line with SCAP within Sibiu County Administration, through the strategic approach to the long-term development of the county, using instruments for prioritisation and planning of investments, budgets and interventions in the community, and by developing solutions to simplify the relationship between the CJ and citizens. Therefore, the project is to be implemented through two main directions: (1) The development of standard mechanisms and procedures, including the development and adoption of strategic documents and public policies, as well as planning tools that can also be used in other contexts. These mechanisms will be implemented at local level to inform decisions and long-term strategic planning. (2) Simplification of administrative procedures ensured by the smart use of information technology, in full correlation with the “Integrated plan to simplify administrative procedures for citizens”. Simplification is carried out both at the level of public services provided directly to citizens (front-office) and at the level of document and archive management for some of the directorates of the local public authority (back-office). The two interventions will together contribute to reducing bureaucracy for the citizen by reducing the processing time of documents, the number of documents requested, simplifying the form of requests for documents, etc. Simplification will be achieved both by creating user-friendly interfaces of interaction with citizens and by reducing the administrative burden on them, and by reducing the administrative burden and processing time of documents at the level of the local public authority, which will correspondingly reduce citizens’ waiting times for the provision of a public service and eliminate errors resulting from the management of a large number of paper-only documents (for which the verification mechanisms are based solely on human attention).
