Pro CALIFICATION – Opportunities for Continuous Training of Employees

The general objective of the project “PRO CALIFICATION – Opportunities for continuous training of employees” is to increase participation in continuous training programs of 652 employees from the development regions South-East, North-East and South Muntenia, with a focus on employees with a low level of qualification, aged over 40 or in rural areas. In the Romanian labour market and business environment, the changes occur much slower than is necessary for our country to exceed the status of less developed country in the rankings of EU Member States on important indicators of competitive position. The extension of lifelong learning in the country is limited by factors such as lack of relevant information, lack of synchronisation between relevant public institutions, lack of incentives for participation in education and training activities, lack of projects to stimulate creativity, etc. Continuous education and training are decisive for economic and social changes. The constant investment in the individual throughout your life will allow the creation/development of high-skilled, efficient human resources capable of sustaining the process of sustainable growth of the economy, as well as social and cultural development. The labour market needs skilled labour to cope with the tough competition on the European market and to be able to continuously adapt to changes. The 3 regions targeted by the project face major problems related to the dynamics of the development of the SME sector, the unemployment rate, the low employment rate, the migration of qualified personnel from regions outside the country – “brain drain”, low rate of training of staff, improvement of skills. All these 3 regions have a development gap compared to the national average. Thus, the Regional Competitiveness Index calculated by the European Commission (which has a value from 0 to 100) in 2019 for Romania is 17.84, while for the South Muntenia Region it is 15.62 (the 5th lowest in Romania), for the South-East Region it is 5.35 (the smallest in Romania), and for the North-East Region it is 9.05 (the second lowest in Romania). In this context, it is necessary to implement solutions that allow to overcome the obstacle to exploiting a competitive potential recognised on the market, but incompletely valued to create added value and prosperity, to create opportunities for professional empowerment of employees at any level of skills, to discover valid strategic alternatives and to develop effective strategies.
