The general objective of the project “Rehabilitation of the urban heating system at Oradea level for the period 2009-2028 in order to comply with the environmental legislation and increase energy efficiency – Stage II” is to increase energy efficiency through the development of the centralised system for the transport and distribution of thermal energy in Oradea, including the reduction of network losses. Its purpose is to contribute to increasing the competitiveness and efficiency of the entire centralised urban heating system. The project is addressed to Priority Axis 7 Increasing energy efficiency at the level of the district heating system in selected cities, respectively investment priority Supporting energy efficiency, smart energy management and renewable energy use in public infrastructures, including public buildings and housing sector, OS 7.1 Increasing energy efficiency in centralised heat transmission and distribution systems in selected cities by promoting investments in the energy efficiency of the district heating sector in order to reduce losses in the transport and distribution networks of the thermal agent. Through the implementation of the project, investments will be made for the rehabilitation of primary transport networks, over a length of 20,284 km of primary heating networks, representing 40.568 km of the thermal transport network pipeline in Oradea. These interventions will increase the energy efficiency of the system and the quality of the public heat supply service, as follows: — the use of the system rehabilitated by primary thermal networks will lead to reduced heat transport losses; — rapid detection of leaks will substantially reduce thermal losses in networks through the installed detection system; — detecting breaks in time and thus eliminate them operationally, through the system for detecting and monitoring damage. Optimisation of thermal energy consumption as a result of the investments carried out through the project will reduce the losses recorded in the transmission and distribution network by 370 TJ, representing a reduction of 26.7 % compared to 2015, (from 1.386.76 TJ registered in 2015 to 1,016.76 TJ estimated for 2018). The expected contribution to the achievement of the result indicator for OS 7.1 under Priority Axis 7-2S61 Energy losses recorded on heat transmission and distribution networks is 2.42 %, representing a decrease in the losses recorded on the thermal transport and distribution networks from 15.303 TJ recorded in 2013 to 15.033 TJ estimated for 2018.
