The GENERAL objective is to create the “Horizon 2020 Support Centre” for European project management and promotion, within INCD INOE 2000, in order to increase the Institute’s participation in Horizon 2020 and as a subsidiary of the research organisations within the ACTRIS-RO consortium. The aim of the PROJECT is to increase the participation of INOE (and subsidiary of all scientific research organisations partner in the ACTRIS-RO consortium) in the European Union Research Framework Programmes – Horizon 2020 – through the creation of the “Horizon 2020 Support Centre” for project management and European promotion, within the INCD INOE-2000. A key aspect of this project is that it is not only limited to Horizon 2020 (which will officially end in 2020), but the last calls for proposals will be launched in 2018, with only “continuous” calls to be opened for 2019 and possibly not achieved by that date, so very restrictive) but also to the next EU research framework programme from 2020-2027. According to the “traditions” of FP6, FP7 and H2020, the first call for proposals is expected to be launched in December 2020, for which INCD INOE 2000 and its ACTRIS-RO partners need to be ready. This project will contribute to the objectives of the programme by increasing the number of projects attracted to the Institute (and implicitly in Romania), by strengthening research and innovation – through the scientific projects of INOE – the infrastructure and capacities to develop excellence in research and innovation – through synergy of scientific fields and infrastructure use (see construction and future integration of the CEO TERRA project into the pan-European infrastructure ACTRIS-RI), as well as the promotion of competence centers, especially those of European interest – see the management of this project by the remote sensing department of INCD INOE, the most efficient department in the Institute in terms of attracting funds from Horizon 2020. Another argument for the optimistic approach in this project is that INCD INOE is already a member of several European scientific networks (cumunities) in the research fields of the Institute, which regularly submit project proposals to Horizon 2020. Even so, INCD INOE will try to coordinate Horizon 2020 projects, not just to participate as a consortium member.
