The Railway Reform Authority proposes the elaboration of a study on the sustainability and efficiency of the rail network in Romania, establishing as a general objective a comprehensive analysis of the efficiency of the rail network in Romania, including cost-benefit analyses for railway lines. At the basis of the establishment of the secondary network (non-interoperable), the Railway Reform Authority received technical assistance from EIB Passa experts. Also, during the procedure for the purchase of rolling stock, as part of the railway reform package, cost-benefit analyses of the (interoperable) primary rail network in Romania will be carried out, as presented by the MGPT and which will be the basis for identifying the main needs of the rolling stock market in Romania, the technical requirements of the future purchase of rolling stock depending on the life cycle and maintenance costs, the organisation of tenders for public service contracts and the procurement of rolling stock. The analyses carried out for interoperable lines, together with those carried out for non-interoperable lines, will form the basis for the elaboration of the sustainability analysis at the level of the entire railway network in Romania in order to restructure the rail transport network, in the sense of focusing on an efficient transport network.
