Development of the international crossing point of the Romanian-Ukrainian state border for passengers and freight in ferry mode between the municipalities of Isaccea (Romania) and Orlivka (Ukraine)

The general objective of the project is to develop the port of Isaccea by arranging the border crossing point for passengers and freight in ferry mode between the localities of Isaccea (Romania) and Orlivka (Ukraine) on the associated port land and facilitating the increase of cargo volumes in Romanian ports. The port of Isaccea is a port whose importance is recognised at international and national level, and its modernisation is also necessary in the context of the intensification of the Romanian-Ukrainian relations, which is confirmed by the adoption of Government Decision 184/2018. The development of the port of Isaccea is one of the projects included in the list of projects in Annex 8 of the Applicant’s Guide, the project submitted by NAVROM BAC SRL being complementary to the one submitted by CN APDM SA Galati. Through this general objective, the project contributes to the achievement of the objectives proposed by LIOP 2014-2020, Priority Axis 2 Development of a multimodal, quality, sustainable and efficient transport system, Specific Objective 2.4 Increase the volume of goods transited through intermodal terminals and ports. The project contributes to the achievement of programme indicator 2S19 Modernised non-TENT ports. Also, as a result of the access and operation of vessels through the customs point Isaccea, the volume of goods transported will increase the project thus contributing to the achievement of the result indicator in OS 2.4, 2S69 Goods transported by inland waterways. The project “Establishment of the international crossing point of the Romanian-Ukraine state border for passengers and freight, in ferry mode between the municipalities of Isaccea (Romania) and Orlivka (Ukraine)” contributes to the achievement of Priority No. 1 of the EUSRD: Connecting the Danube region, improving mobility and multimodality to connect the Danube region with Europe, both from the point of view of connecting the business environment, protecting the environment (by increasing the volume of goods transited by river routes to the detriment of those transported by road) and from the point of view of people. Territorial cohesion is achieved through connectivity, mobility and harnessing the diversity of people in the region – COM(2010) 715 final. Moreover, the project makes it possible to ensure connectivity with territories outside the current borders of the European Union, both people and goods having the opportunity to cross into Ukraine and more remote territories, using the Isaccea border crossing point. MPGT also analyses the Port of Isaccea from the perspective of existing infrastructure and its potential to attract traffic and recommends upgrading existing infrastructure.
