Cloud of the Ministry of the Interior of the Slovak Republic

The subject of the project “Cloud of the Ministry of the Interior of the Slovak Republic.”, will be building a solution providing IaaS services. Building cloud services operated in superministered data centers is a complex and time-consuming task and are therefore built in iterations. The first part of the IaaS solution created an initial environment located in the newly built sub-ministerial data center of the Ministry of Finance of the Slovak Republic, which is primarily intended for new projects of information systems operated in the government cloud. The initial environment has enabled “proof of concept (PoC)” for the superminister cloud, defining technological standards and operational processes, providing highly available scalable and secure IaaS services for the development, testing, pre-production and production environments of new information systems. This project represents the implementation of ICT infrastructure for the provision of IaaS services in the data centre of the Ministry of the Interior, which represents the second part of the “ICT infrastructure for IaaS” solution, which is extended to the replication functionality between the MV SR data centre and the MF SR data centre. The proposed solution will allow easy access to IaaS services on request in a virtual environment. These services can be allocated or released with a flexible time constraint on the basis of optional scaling, independent of the location of resources, access to them and without the need for personal contact with the IaaS Service Provider. In other parts, the solution will gradually make the services of IaaS, later PaaS and then SaaS available to individual state administration institutions to the extent required and assume responsibility for the care of their IT resources. The final state will result in the optimisation and efficiency of the use of equipment and resources and the potential to reduce the cost of information and communication technologies. The definition of performance requirements and other parameters of the project solution is based on the same requirements as defined in the feasibility study of the Ministry of Finance of the Slovak Republic on 17 September 2014 entitled “ICT Infrastructure for IaaS Part 1” (Table 3 Provisioned minimum range of ICT infrastructure), which are extended to the requirements for the provision of DR capabilities. These requirements will ensure the initial environment located in the data centre of the Ministry of Interior of the Slovak Republic, which will primarily be designed for all new projects of information systems operated in the government cloud (in total estimated number 40). The proposed solution is rather minimal in view of the estimated project needs for the next 24 months, allowing scaling according to the current requirements of the implemented projects, while the solution is modular and easily scalable in the future. Expected minimum range of ICT infrastructure: • The initial number of IS projects deployed from the areas of: PaaS, SaaS, agenda and other departmental IS, new IS built within OPII, DR scenarios for systems implemented on IaaS part 1 infrastructure – 40o 40 information systems (minimum eGovernment cloud PaaS, eGovernment cloud SaaS, Application and data layer, security, support and administrative activities, development of public administration, common agendas, specialised agendas, navigation and interaction with public administration, life situations) • Average number of environments for one IS project – 4 (combination of following environments: development, integration, testing, pre-production, training, production) • Average number of layers of logical architecture for a single environment – 3 • Minimum number of virtual servers on each single layer for each environment:o Development: 1o Integration: 1o Testing: 2o (Pre-)production/training: 2 • Average performance of one virtual server (cores, RAM, HDD)o Development: 2 core, 32 GB RAM, 1 TB HDDo Integration: 2 core, 32 GB RAM, 1 TB HDDo Testing: 4 core, 64 GB RAM, 2 TB HDDo (Pre)production/training: 4 core, 128 GB RAM, 2 TB HDD From the point of view of resource allocation, the proposed solution provides significant flexibility. In case the real requirements for the numbers of layers, environments, servers, services, etc. will be higher/lower than expected, the proposed solution will allow dynamically change the individual numbers depending on the current system requirements for individual environments and therefore this configuration should be seen as a minimum.
