The general objective of the project is to increase the energy efficiency of the district heating system in Focșani municipality by reducing network losses and increasing the quality of the public heat supply service, at affordable rates for the population as a result of increasing the competitiveness of the entire urban centralised heating system and ensuring the viability of this system in the long term. This project will be proposed for funding under LIOP 2014-2020, SO 7.1 Increasing energy efficiency in centralised heat transmission and distribution systems in selected cities, according to call POIM/42/7/1, promoting investments in energy efficiency of the district heating sector in order to reduce losses in the heat transmission and distribution networks. As regards the project’s contribution to the result indicator under specific objective 7.1 (2S61 Energy losses recorded on heat transmission and distribution networks), one of the project’s objectives is to make the heat supply service effective by: • substantial reduction/elimination of thermal losses in networks due to rapid detection of leaks • reduction of network losses by 9.124 Gcal/year after project implementation, reaching in 2019 31.76 % of heat produced compared to 2015 – when they were 33.57 % (i.e. 1.81 % less) The project will reduce CO2, NOx, SO2 and dust emissions and their negative impact on the environment, as follows: • Reducing NOx emissions from district heating systems by at least 1.78 tonnes/year; • Reducing SO2 emissions from district heating systems by at least 0.42 tonnes/year; • Reducing C02 emissions from district heating systems by at least 2355 tonnes/year • Reduction of dust emissions from district heating systems by at least 0.06 tonnes/year Details on the methodology for calculating CO2 emissions are set out in the Annex on Computing Methodology attached. The expected contribution to achieving the result indicator related to OS 7.1 under Priority Axis 7-2S61 Energy losses recorded on the transmission and distribution networks of the thermal agent at operational programme level is 0.14 %, according to the attached explanatory note on the calculation of indicators. The objective of the project will be achieved by: Increasing the number of rehabilitated central heating systems by 1 by the end of the project implementation, leading to the following output indicators: • 5,614 km of primary thermal network pipelines (2.807 km for rehabilitated thermal transport networks*2 return tour pipelines) by the end of project implementation; • 43,908 km of thermal network pipelines
