The main objective is to establish the public service obligation for public passenger transport by rail for 2022, required by the ARF, taking into account the provisions of the Competition Council Opinion No 2103/12.02.2020, which was the basis for the approval of Government Decision No 146/2020 approving public service contracts for the period 2020-2021 in public passenger transport by rail. The routes for which public service compensation will be granted from the State budget will be determined on the basis of the analysis of the global mobility demand and on the basis of estimates of mobility demand. In order to achieve this work, it is necessary to analyse demand, as specified below, by developing and implementing the tools and methodology for determining the volume of passengers at national level, aggregated at route/line/operator level. The implementation of the National Transport Model will contribute to increasing mobility on the TEN-T rail network and to making public passenger rail transport more efficient, commercialised and competitive. The project contributes to the programme output indicators according to the Applicant’s Guide – the general objective of the projects financed by OS 2.7, thus establishing PSOs based on the updated MNT to base year 2019 is the first step to achieve the following objectives: The preparation by the ARF/authority responsible for the reform of tenders for public service contracts (option analysis, legislative framework, inventory and transfer of relevant assets from CFR Calatori, tender documentation, including public service contracts, preparation of the service performance monitoring system in ARF, etc.); — Improvement of the train schedule (higher frequency, cadet running); Implementation of other measures to ensure the improvement of services. The project contributes to the achievement of programme output indicator 2S24 – Reform measures/analysed/devised/implemented. The elaboration of the National Transport Model, by updating and detailing it for 2019, for the transport of passengers by rail, and the definition of the obligation of public rail passenger transport services will lead to a train schedule based on the mobility demand, adapted to the requirements of passengers, laying the foundations for the increase of passenger traffic, thus fulfilling the specific objective 2.7 Promoting sustainable transport systems and removing bottlenecks within major network infrastructures.
