EQUIPMENT NEEDED TO INCREASE THE LEVEL OF SECURITY AND SAFETY OF PASSENGERS AT SIBIU INTERNATIONAL AIRPORT – NON-ECONOMIC ACTIVITIES

The general objective of this project is to increase the safety of passengers, their companions, airlines and personnel operating in the perimeter of Sibiu International Airport R.A., as well as their level of confidence in the capacity of intervention and firefighting in emergency situations, as well as in ensuring the safety and security of passengers at Sibiu Airport. In order to comply with the provisions of EU Regulation 139 of 2014, point GM4 ADR.OPS.B.005(a) Aerodrome Emergency Planning as well as due to the increase in the number of passengers registered in recent years, it is necessary to purchase PSI equipment and facilities in order to provide first aid as soon as possible and to intervene as quickly as possible in case of emergency situations. The general objective of the project is to increase the sustainable use of Sibiu International Airport by ensuring the safety of passengers and baggage in accordance with the requirements of Commission Regulation (EU) No.139 laying down technical requirements and administrative procedures related to aerodromes pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council and Annex to ED Decision 2016/027/R Certification Specifications and Guidance Material for Aerodromes Design CSADRDSN Issue 4 of 8 December 2017 in order to ensure the safety of passengers, respectively Order No.129/2016 approving the Methodological Norms on the approval of fire safety and civil protection. In accordance with the provisions of ICAO DOC 9137 – Airport Services Manual, Part. 1 and Part 7 and EASA AMC2 ADR.OPS.B.010 Rescue and Firefighting services) must be provided for the airport, namely the PSI service with a special discharge and fire response capacity, which aim to increase the airport’s response capacity in the emergency situations encountered and the evacuation of the victims of aviation accidents in order to provide the nurse in medical centers within Sibiu municipality. Also, according to the provisions of ICAO DOC 9137 – Airport Services Manual, Part. 1 – Rescue and Fire Fighting, one of the operational objectives of Sibiu International Airport must be to achieve response times of two minutes and a maximum of three minutes until the end of each end of the runway, as well as at any other part of the movement area and at any point of the airport perimeter, in optimal conditions of visibility and condition of the movement surfaces.
