The general objective of the project “EDU BM Digital Education in Baia Mare Municipality” is to ensure the optimal conditions for conducting the educational process in the online environment, both for students and for teachers from primary and secondary state education units within the territorial administrative unit of Baia Mare. The implementation of this project envisages the acquisition of mobile IT equipment such as school tablets and laptops, as well as other electronic equipment/devices, so that the training hours during the teaching activities can be carried out online, in order to avoid the direct contact of students with teachers as well as with other students, in order to prevent the risk of infection with the SARS-Cov-2 virus, which would jeopardise the normal development of all the teaching activities necessary for the educational process. Also, the implementation of the project aims to support the national strategic interest, which is to ensure in good conditions the performance of the teaching activities in the school year 2020-2021, namely to ensure that the public education service is carried out in good conditions and in the next school years. This way of carrying out the educational process, through social distancing, namely avoiding direct contact of students/teachers, with the help of mobile IT equipment such as school tablets and laptops, other electronic equipment/devices intended to carry out online teaching activities, contributes to the achievement of the result indicator of the 3S48 program, namely: users of digital services and applications (number of individuals using OER tools – open educational resources). As it is known, Open Educational Resources refers to open access to educational resources, facilitated by information and communication technologies, for consultation, use and adaptation by the user community. Thus, in the current circumstances caused by the pandemic, access to digital resources and services through the use of information and communication technology becomes an essential resource in the teaching-learning process, being able to facilitate communication and collaboration management, the development of creativity and access to information through mobile devices, and the benefits translate into improving the efficiency and effectiveness of the educational process at all levels, in line with the European Commission’s directives and the strategic line of the Romanian Digital Agenda on the use of ICT in the learning process and of open educational resources. The teaching activity in the online environment will comply with the regulations in force, in particular “Framework Methodology regarding the conduct of teaching activities through technology and the Internet, as well as for the processing of personal data”, approved by Order 5545 of 10 Sep
