The general objective of the project is to improve the safety of rail traffic on the Romanian railway network by providing balanced equipment with overheated axle box detectors and tight brakes (DCOS) in order to ensure automatic traffic surveillance. Therefore, CNCF CFR SA’s strategy on traffic safety installations provides for modernisation using equipment of recent generation, which would primarily better meet the safety and subsequent operational requirements, i.e. reduction of maintenance personnel and maintenance costs. The project contributes to this objective by: • safe movement of persons and goods; • eliminate and reduce the costs of rail events resulting in axle overheating or tight brakes; • increase the efficiency of the operation and maintenance of the Romanian railway network. The DCOS system consists of several detection stations connected to a central surveillance post. In principle, an overheated axle box detection station (DCOS) includes track-side equipment, materialised by sensors fixed to the extremities of two special sleepers and a sensor for brake discs fixed on the same two sleepers between rails. These measuring devices are associated with an electronic treatment device installed in a shelter, located on a concrete foundation at least 3 m from the nearest rail and having the dimensions of: length 4 m, width 2.5 m and height 3 m. The electronic treatment device is intended to process the information issued by the track collectors and to set alarm levels according to the severity of the abnormality found as well as the transmission of measured data by a telephone channel to a surveillance post. The project was phased and the phase is represented as follows: Phase I – funded by POST: works which were carried out until 30 June 2016, in accordance with the provisions of Instruction No 4 of AMPOST of 7 August 2015, concerning certain financial measures relating to the phase of projects, including justification and recovery of the advance granted by the contract, by works carried out after the period of eligibility of POST. a) Amounts certified and paid up to 31.12.2015; B) Works executed until 30.06.2016, according to Addendum no. 2 to the contract for design and execution works, the advance has been recovered in full. Phase II – a – financed by LIOP: works executed after 30.06.2016. Certified amounts related to the works carried out in phase II – necessary to complete the project in its entirety, the eligible costs of which will be reimbursed from the Large Infrastructure Operational Programme (MAOP) 2014-2020.
