Residents of public residential social centres are a vulnerable population group. These beneficiaries, with complex health needs, chronic diseases and low immunity, need continuous medical care. People aged 65 and over, especially those with underlying co-morbidities, are disproportionally affected by the effects of SARS-CoV-2, compared to younger age groups. The closed environment of public residential social centers facilitates the spread of infectious diseases between residents. So far, a large number of SARS-CoV-2 outbreaks have been reported in care centres in Europe, including Romania. Even centres that do not care for old people, such as those for people with physical, mental, intellectual or sensory disabilities, are environments in which a relatively large number of people come together and, consequently, are prone to outbreaks of SARS-CoV-2, even if the average age of these residents tends to be lower. By June 4, 2020, 14 % of all deaths caused by SARS-CoV-2 were reported as coming from old men’s houses and centres for people with disabilities, according to the National Authority for the Rights of Persons with Disabilities, Children and Adoptions (compared to 10 % on May 16, 2020). The main reason for spreading the virus in these centers was the lack of protective equipment and the long duration of finding out the test results. The National Authority for the Rights of Persons with Disabilities, Children and Adoptions mentions in a press release of 4 June 2020 the following statistics at national level: 0.26 % of all beneficiaries died as a result of infection with SARS-CoV-2 virus, respectively 148 elderly and adults with disabilities; 2.5 % of all beneficiaries in the system are infected with SARS-CoV-2 virus and 1.428 people, of which 45 children; over 360 employees were infected, with 3 deaths recorded among them. The GENERAL objective of the project is to increase the capacity to manage the crisis caused by the spread of the SARS-CoV-2 virus in public residential social centers for vulnerable groups subordinated to ATU Vaslui County by developing the protection capacity and thus limiting the spread of SARS-CoV-2 virus infection, thus ensuring a timely and effective response to the COVID-19 crisis.
