General objective of the project: Implementation of an intelligent electricity measurement system for about 10,000 small household and non-household consumers in a homogeneous area of Craiova, in order to reduce the average energy consumption at home level. The implementation of the proposed project, where investments in the company’s energy infrastructure will be made, contributes to the achievement of specific objective 6.3 Reduction of average electricity consumption at the housing level. The contribution of the project to the achievement of the specific objective of the Programme is justified by the fact that, following the realisation of the proposed investment, an intelligent measurement system will be implemented within the company that will ensure the necessary infrastructure to improve the management of electricity consumption is at the level of dwellings in the central area of Craiova and Sarari district; the purchased infrastructure will allow, by the end of the sustainability period, the development of strategies to allow changes in consumer consumption behaviour in order to reduce average energy consumption. By implementing the intelligent measurement system the applicant complies with the regulations of the legislation in force (Law No 123/2012, amended on 1 January 2015 – where the requirements of Directive 2012/27/EU were transposed, according to which 100 % of energy consumers should be equipped with smart meters by 2023. The deployment of smart metering will, in the medium and long term, change the perspective of the customer’s role in the energy market, on the energy efficiency of the electricity distribution grid, and on the management and use of the large amount of data from smart meters. The MDM system meets the new needs of the Applicant by offering high data processing capabilities from the intelligent metering system. The system also responds to the regulations in force regarding the separation of electricity distribution and supply entities, providing the latter with a (limited) form of access to information, depending on the object of activity. The implementation of the MDM system is absolutely necessary because it contributes to: a. Compliance with legislative requirements regarding decentralisation; B. Creating a single point for collecting measurement data and improving the management and transfer of such data; C. Increasing flexibility for new developments with an impact on the IT environment in the Applicant’s organisation (extension corresponding to the increase in the number of smart meters installed); D. Generate predefined reports for customers; e. Detection of areas with losses and their reduction, by means of efficient energy balance management and by solving measurement malfunctions; and last but not least to
