Integrated IT system for issuing civil status documents – SIEASC

OG: The general objective of the SIEASC project is to computerise the application system for the registration and actual issuance of civil status documents, as well as to implement the necessary support for the development and access of electronic services based on primary civil status information. This project contributes to the development of G2C and G2G e-public services. In this respect, through the specific objectives OS1, OS2, OS3, OS5 and OS7 the project contributes to the development of the following G2C electronic public services specific to primary life events (birth, marriage, divorce, death): online access to data/information on civil status records procedures/forms, online downloading and editable completion of the forms required for applications for civil status documents, online loading (partial/total) of the forms necessary for issuing civil status documents, online payment of the related fees, online programming for issuing documents issued at MAI level. The project contributes to the implementation of the National Digital Agenda Strategy and other strategies, including: Public Administration Strengthening Strategy, MAI ICT Strategy for 2015-2020. The project contributes to the implementation of the National Digital Agenda (SNADR) Strategy, eGovernment Area I, Interoperability, Cybersecurity, Cloud Computing, Open Data, Big Data and Social Media, which aims to reform the way the government works, allows access to information, involves citizens and provides services to external and internal beneficiaries for the benefit of both the government and the citizens it serves, as well as to the achievement of the main objectives of this strategy, including: increasing the transparency of public administration by computerising public services, increasing access to digital public services, efficient public administrations and lowering public administration costs. In order to achieve the specific objectives set by the Digital Agenda for Europe 2020, it is necessary to prioritise investment in ICT. This prioritisation is also the main lever for convergence to Europe 2020 strategic targets. Linking strategic objectives with ICT-specific objectives leads to the development of the digital economy and to multi-level transformations: legislation, innovation, procedural changes, behavioural changes, etc. In view of the objectives assumed by Romania (set out in chapter 1.2) for 2020 in terms of detailed targets, an extended intervention and start of all areas of action at the same time is necessary to ensure synergies between administrative reform and the introduction of modern concepts of eGovernment, social e-inclusion, innovative promotion
