General objective: The project “Increasing the capacity to manage the COVID-19 health crisis at the Arad County Emergency Clinical Hospital” contributes to the result indicator of LIOP 2S132“Adequate capacity for care and treatment of cases of infection with SARS-CoV-2/health crisis management”. The indicator is qualitative: Before the LIOP intervention: NO; After the LIOP intervention: Yeah, yeah, yeah. The disease caused by SARS – CoV-2 is a complex, highly contagious respiratory disease whose rapid transmission has taken the world’s medical world by surprise. At the time of the onset of the pandemic, Arad County Emergency Hospital was not prepared to cope with such a disease, with difficulties in providing medical care in optimal parameters and protecting medical and auxiliary staff. The first measures taken were aimed at preventing the spread of COVID-19 infection and ensuring access to immediate treatment under confinement considering the flag model of hospital infrastructure, providing protective equipment for medical and auxiliary staff, and limiting the risk of exceeding the hospitalisation capacity in the face of an increase in the number of cases in a very short time. In organising the epidemiological circuits, account was taken of the flag nature of the hospital infrastructure and the fact that several buildings in which sections of Arad County Clinical Hospital operate are historical buildings that cannot be structurally interfered with. For example, the headquarters was organised mainly as a clean area, where only a few red areas were defined, while the sections of the buildings in Mihai Viteazu Square 7-8 were organised as red zones. Consequently, in order to ensure the necessary epidemiological circuits, the single sections were divided into clean areas and red areas, each located in another building body. This reorganisation led, in addition to the need for medical equipment that was missing from the facilities, to be necessary to supplement the existing ones taking into account the reorganisation of the departments and the recommendation not to use the same medical equipment for patients infected and those not infected with SARS-CoV-2. The first investments made to improve the response capacity of medical units in Arad County in the context of the COVID-19 pandemic, aimed at equipping the necessary equipment for coronavirus testing, equipping ATI and medical departments with equipment and equipment, focusing on the purchase of mechanical ventilation appliances, the purchase of protective equipment and the organisation of the Expo Arad Campaign Hospital.
